Windows xp laptop won't start.. goes in loop

Hello,
i have a windows xp laptop and i just turned it off today. when i turned it back on it would run to the windows boot screen. but when it finishes it goes back and redo it again. its like it? going in a loop. i try booting it from safe mode... safe mode with command prompt... ect. but it still won't work and goes back in a loop again.
I currently don't have my windows xp cd-rom and am wondering and hoping that there is a way to fix it without using the cd?

Hi there,
It was possible to stop this boot loop by getting in safe mode and disable automatic restart unfortunately this is not possible as you mention hence a windows installation cd is required to repair system,if you manage to get the windows installation cd then for the repair get referred to link below:

Well if its recovery cd it can work if same model as its only for repairs else its not advisable,get one on loan from a friend and matter will be solved.
