Hello,

Is it possible to connect two computers without making use of internet?

Connect a network cable from one PC to the other.

both PCs should have a LAN port (like a DSL port but bigger)

you need an RJ45 (Network) cable.

run through the network setup wizard

start > control panel > network setup wizard

Sure you can, you just need crossover network cable with network adapter, wireless adapter or special USB cable to do it, check out following articles, hope able to help you.
