Keyboard gone a little crazy

Hello,

My Dad has a new Toshiba laptop. When he types the character c, he gets the character '

When he does shift c to upper case, he gets " (shift version of '). A similiar thing happens with d and D (he gets [ and {).

Any suggestions???? all other characters are ok, except back space won't work.....
