Toshiba wont boot cd rom wont detect

Hi there , I have a Toshiba Satellite, with Vista a few days ago, I have a corrupted file, i tried to make a new user accounts and able to save my documents again. Then yesterday my laptop wont start and just give me options to start in safe mode or normal but if choose any of that it will just come back again to same options, again and again. I tried reinstall my windows but my dvd rom is not detected, and i tried to put usb portable dvd and it wont work too. Fan is check and its working, Hard drive is working good too. So i dont know what seems to be the problem. Please help. I am sorry if my english is not that good.

Hello,
After connecting your external DVD drive --> Go to BIOS and set first boot device as your external drive.
