Hi,
Contact your sim card network provider and request for the manual settings for activating the service on your mobile phone ,if already did it and the answer was negative then the representative who spoke to you might have forgotten to tell you your mobile phone is not supported by their network or he/she does not know his/her work properly in assisting requests.
If the case is mobile phone model not supported by network then change sim card to another network provider supporting it .I bet on it my friend that this mobile phone is grps enable and you can surf on it as i got it for using previously for my job and its a good one ,
