Message not sending

Hello, whenever i send a message to someone in my country or out of the country it keep saying "MESSAGE NOT SENT" and "SAVED IN OUTBOX" why am i not being able to send those messages ?? please help me out

This could actually be a network issue, please contact your network provider for obtaining correct and clear information over the issue.
