How to expand a partition without formatting

Hello,
I have WindowsXP installed on my C drive. My C drive is 5GB and D drive is 75GB.
I want to increase size of C drive and decrease D drive without affecting operaty system
How can I do that? Is Partition Magic the tool or is there any other good tool?
Please help.

Follow the instructions given below. Windows xp doesn't have the feature to expand or shrink the partition from disk management.
