Can't get pass starting windows....

Hi,
I have a Dell Laptop that's just about 3months old... I cut off my computer the other day & when I went back to use it all I got was a message that says "windows error recovery" like others it gave me 2 choices & when I picked the 1st one it took me to a black screen where the 2nd choice takes me to the "starting windows" screen with the icon. I can't seem to get anywhere with this & when I called Dell they said it's a "software" issue & it will cost me almost $300 to fix! Can you please tell me if I have any other choices???

Greetings,
Try this:
When you switch on your laptop, start tapping the "F8" key to get
"Windows Advanced Options"( if boot menu appears, press "Esc" key and keep
tapping the F8 key)
Select "Safe Mode"
See if you'll get pass the windows login.

Which edition of Windows do you use (Xp, Vista or 7) and let me know if you have a windows installation disc.
