Hello,
Speed always depends on the bandwidth that you have selected.
Since you have selected 128Kbps then the download speed will be around
16KBps. It keeps varying at 16KBps. Due to network bursting you may even get
above 16KBps.
But you can try "TCP Optimizer". Click on the below link and download it.
