This sounds like you have a Virus that has blacklisted all anti-virus internet sites and updates.
Google "SuperAntiSpyware" and get their FREE program if you can. Another option is to download the updates on another computer and burn them to a CD. Then boot into "safe mode" (use F8 key during the early Windows boot process) and update Norton from the CD. Good Luck
