My Dell Laptop Wont connect to the internet

I got this Dell laptop (windows 7) about a year and a half ago and it always worked just fine until a month ago. Now it will connect to a network, but the internet comes up as that stupid "Cannot display webpage" B.S. And i tried the troubleshooter but it didnt find any problems (of course). I saw some comments about Norton antivirus messing up the internet, but my computer will not uninstall it. and I cant get onto the internet from my laptop to get the "unistaller tool" i also saw mentioned. I have no idea what to do and ive exhausted every other means, except seeking a professional cause i think i can fix this without spending a hundred dollars. Anything will help!
