Device Media is Write Protected

Hello,
I accidentallly removed my external hard disk connected via usb drive. its wd elements 1023. when i try to reconnect my external hard disk, i cannot see it in windows explorer but i can see it in disk management as unallocated. and whe i try to initialize or format, it shows "device media is write protected"
I TRIED USING http://ccm.net/forum/affich-257099-disk-wont-initialize-due-to-write-protected BUT NO SUCCESS.
ITRIED ALSO http://ccm.net/download/download-127-hp-usb-disk-storage-format-tool BUT NO SUCCESS
