Dell insporon 6400 keeps turning on & off

Hello,

Hello, my dell insporon just keeps turing of and on the light for volume and what not and the capsws lock wifi etc lights keep turning off and on i think the fan is trying to start up but the screen isent coming on at all
it 1st started just everything turned on and stayed on except the screen
then its green power light whouls come on then it shut off then it start doing that ^^^ ^^^^

wow and now its not turning on at all i dont think

please help idk what wrong

now everything trys to turn on will for 2 secs not even long enough for me to know if the screens working to now then turns off
