Video cards can be flaky. Sometimes the latest drivers are not the best. I would use the drivers that came with the video card or try downloading something other than the latest ones. You can "Roll back" the drivers without reinstalling Windows using the Device Manager. You might need to boot into "Safe Mode" to do it.

I used both the drivers. First when i upgraded i used driver from the AMD site. Then when i re installed windows i used the driver that came along with the card.
when i leave the booting for a while windows startup repair starts. But i don even get the boot screen.
