Who hosts your email?
you need to check the SMTP (outgoing) mail server settings within outlook.

I've tried it.
Until last week I could send.
Don't know why can't send now....
I tried different combinations on settings-advanced....but nothing worked.
The e-mails keep getting stuck to outbox

Yes,
the emails will get stuck if the outgoing server is incorrect or you're not authenticating properly.
What are your outgoing server details?
Have you tried restarting your router/disabling your antivirus program?

Okay, id leave SMTP as 25
Not sure what your outgoing should be (probably 110) unless you're using SSL.
You need to forget completely about the incoming as that works fine.
what i need you to do is to go to the outgoing server tab and click the authentication same as incoming and give it a try.

Lets check to see you can get out on port 25.
click start > run
type cmd and press OK
in the black box type telnet mail.cepec-eu.org 25 and press OK
the reply you should get should say:
"220-host.ermanfarm.com ESMTP Exim 4.77 #2 Thu, 05 Apr 2012 17:25:36 +0200
220-We do not authorize the use of this system to transport unsolicited,
220 and/or bulk e-mail."

OK, thanks....I found "run"
I followed what you said...
type cmd and press OK
in the black box type telnet mail.cepec-eu.org 25 and press OK
but when I type in the black box there is no "OK" option.
And when clicking "enter" it appears that "telnet is not recognised as an internal or external command"
