First of all, please consider checking your internet speed through this particular link.

If it is not 30mbps, there are different reasons for this. One reason may be that there is a temporarily downfall in the speed and for confirming it, you will definitely have to contact your ISP.
Secondly, it may be a trouble from the Router or Modem. Please have it reset to see.
Also, it may also source out from wiring problems, check whether everything is properly connected.
