Hi Ram Chockkalingam,
The symptoms you have mentioned indicate your computer has problems with initial startup. Inspiron 300m supports the On Board Diagnostics (OBD). To isolate as to what is the exact problem, try running On Board Diagnostics (OBD). To start the OBD Press and hold the Fn key in the bottom row of the keyboard and then press the power button. Check if you get an audio beep code or an on-screen error code.
Do reply with results.

Dear Sir,
Thank you very much for reply. I have tried with function button down and started the laptop. But as you tell there is no beep sound or on screen display for fault finding. Still it is blank and silent. How could I check whether the battery is charging or not. Pin nos of battery to check and pin nos of Laptop to check , for the voltages. Please tell me how to do the checking further.
Thanks and regards

Hi Chockkalingam,
The symptoms indicate that the computer is not power on at all. No need to check the pins in the laptop. Follow the steps below and check if this fixes the issue:
1. Remove the AC adapter and Battery from the computer.
2. Press and hold the power button for 10-15 seconds and then release. This will release any flea power in the machine.
3. Put the AC adapter and Battery back and try to power on the computer and see if there is any change.
4. If the computer still doesn't function as normal, remove the AC adapter and then power on only with the Battery. Alternatively, check only on AC adapter as well.
5. If the computer still doesn't power on, take a technician's help or by yourself remove the following components from the computer and then power on:
a. Optical Drive
b. Mini-PCI Wireless (if any)
c. Modem Card (if any)
You can find steps on how to remove these components from the Service Manual of your Notebook.
Note: Perform Step 5 only if you are comfortable working with the internal components of your computer. Otherwise, it is always advisable to take a technician's help. Please go through the "Removal and Replacement Preliminaries" section of the manual before opening the chassis.
6. If the computer powers on and stays on with these components removed. Try connecting these components one at a time each and try to power on. This will help you identify as to what component is causing the problem.
7. After isolating replace the faulty component.
Please revert if above steps don't fix the problem.
