Unable to access any exefiles on my computer

Hello,
I have a serious situation. When I try to open the internet or anything related I get a message that says do I want to run or save this program. When I hit run nothing happens. I have managed to get to the internet via the help and support page. I cannot download or run a pc fix program because when I go to run it, I get the same message. What can I do?
