How can I order windows 8 backup dvd for $ 14.00

how can I order windows 8 back up dvd for $14.00. because my toshiba laptop is saying no bootable device-- please restart system. what should I do, if there is any one who can help me, i really appreciate it

In Canada you can order a backup DVD. This is what the support site says:

If you have lost your Recovery Disc(s) and need a replacement please call 1-800-663-0378.
