Laptop stuck with wallpaper, no icons, no actions

My laptop recently got wet with water. I followed directions for recovering it, and I'm happy to say that it started up. It even got to the prompt to log in, which I did, but it gets stuck at the desktop with wallpaper only, no icons, and r-click and ctrl-alt-del don't work. I have restarted various times, including in safe mode, but nothing changes. I tried restarting in safe mode with C prompt, where I tried typing in some suggested prompts, but nothing happens. Any ideas? Thanks.
