caps and num lock lights are flashingClosed

Question

HP Pavillion DV4 Laptop
My daughter had this laptop and one day she opened it turned it on and the caps and num lock lights were flashing and also a blank screen.
Is there a simple solution or is it fatal?

Hello,

Try this 1

Unplug the power cord --> Remove the battery --> Hold the power button for

60 seconds --> Connect the power supply then try to switch ON the laptop and

later put the battery back into the laptop.

Tried that with no luck 
You seem to e very knowledgeable as I've been reading all your solutions yet this I can't get to work. 
Any other ideas? I don't need to recover anything just format and start over

Thank you soooooo much. I'm amazed with your knowledge and thankful for your reply. I will follow each step and see where it leads me. I hope it's to a welcome screen. 
The led's on this though seem to constantly blink but I never considered a pattern and I've not noticed if they stop blinking after any period of time. I will now pay more attention after I power it on. 
Again Thank You sooo very much. It's nice to know there's great people like you that share your talent with those of us not quite savoy with the constant changes in our multimedia age.

I have 1 continual blink which comes down to 
CPU not functional
