I assume...Your saying "When you turn your computer on you cannot log in."
Try on start up Pressing F8 or Any other button that allows you to start up in Safe Mode.
If you installed Windows you would of made an Administrator account and gave it a password/User
If you bought your PC from a Shop by default it should be either admin, administrator or it will be empty (meaning leave it blank)

after i typed my password and log in.... iam only seeing the welcome ..... and nothing else is opening

Try running it in Safe Mode and if you get in try : Start > Run > and type "sfc /scannow" (With out " ")
If You cant get in, if you or someone you know has the slightest idea of the inside of a computer. Pull all the parts out and place them back in (Cables and all) CPU, Ram, Graphics card, Any other cards you have, Hard drives and your DVD/CD drive. Push them all back in tightly and re apply heatsink to your CPU.
If you don't want to try it put your Windows CD in and try a repair install.
