How can I get the IP of a fraudster or a scammer who is bothering me?

So, if you did have the IP address, what would you do with it?

I am just curious.

You message headings on your email will give you some good direction. You should see something like:
Received: from [x.x.x.9] ([x.x.x.9:10328]
