windows could not start because the following is missing or corr Closed

hello people iv recently decided to take my hp tower, apart for a dust out, its how it was  before only i keep getting a message when i start it up! i have no disk and dont know how to re boot? iv got a laptop for internet with a 2 gig memory stick thats it! :( ( (                                                             start message is,,,, WINDOWS COULD NOT START BECAUSE THE FOLLOWING FILE IS MISSING OR CORRUPT: CWINDOWS ROOT>\SUSTEM32\HAL.DLL. PLEASE RE-INSTALL A COPY OF THE ABOVE FILE ( NO CAPS) someone please help im  totally lost and dont want to lose all my files... :S

About the tower, how did you proceed to clean it ?

About the laptop, I suggest that you create a new thread, they two different issues.
