Wallpaper on laptop

ok I just recently got my laptop back from JCCS where Live and now I cant change my wallpaper...but before I sent it in to be fixed I could download new wallpapers and change them when I felt like it. so my question is WHY IS IT NO LONGER ALLOWED??? I know how to change it but that option is no longer on my computer
