Have you dropped your laptop maybe the screen broken.
Try this:
1)Remove your battery from the computer and also remove the charger/ac adaptor.
2)Keep pressing the on/off button few times and also hold it down like two times.
3)Plug the charger/ac adaptor and the put the battery back on to the pc.
See if that changes anything.
What happens when you press f8 right when you start up your pc.
Did you ever drop your laptop because this looks serious it can be a screen damage or motherboard damage but i'm not 100% sure.

Seems to be broken get it to a repair shop.
