This is a terrible malware attack.  At this point there is almost nothing that can be done. There is no known way to decrypt the files.

It's the same as xpcman.
We can still try something, maybe... But I don't think it will work.

Download RogueKiller on your desktop : https://ccm.net/download/download-14877-roguekiller
Quit all running programs
Wait until the Pre-scan is completed.
Accept the EULA and click Scan.
A report will be generated after the scan : post it in your next answer.

If I may, I had a friend that had something like this, and I booted up on USB key, and restored the OS to a Backup date prior to infection.  I then updated the anti-virus!

Post back if you have tried restore to another date.
