Interactive logon process initialization has failed

Hello,
so my I've window 7 on my Hp laptop lately I have been getting a blue screen error so I restart and after couple of times it finally logs in and every thing is back to normal
but now windows refuses to start not even on safe mode and that sentence keep appearing " interactive logon process initialization has failed please consult the event log for more details "
since I don't want to delete all my programs and install new windows someone advised to run system repair so I did and it started repairing told me to restart but still nothing was fixed so I wanted to try system repair again but it told me that there are nothing is wrong but still windows won't start
I'm sooo desperate and looking for any suggestion to fix the windows without having to delete my programs
