Hal.dll file corrupt or missing

Hello,
When I start my computer I get the hal.dll file corrupt or missing. Computer also will not go into safe mode, command prompt or networking it will not go past the first screen with the hal.dll message. any suggestions, please?

Hal dll windows xp
