Try using a pc with a card inside a device or a card reader if it again resists do this with a pc in a safe mode.

you can use a format tool
like hp disk format tool
and its available for download on link below:
https://ccm.net/downloads/tools/4639-hp-usb-disk-storage-format-tool/
plug your memory card in a card reader and let it detect it and format after detection
