Probably because it has accumulated what is called "flea power".

Well...do a troubleshooting.
First...(the most easy step) remove the battery and verify that is voltage at the output of the cable line.
Second...When you press the power button,the pc makes some sound?blinking lights? If so...you need to carefully see or hear what the pc are doing and do a google search.
Third...Sometimes,the pc gets a hit and CD-ROM cause an error. Remove the Cmos battery for 5 minutes and reinsert it.Take the CD-ROM out and try to turn it on.
If the PC do nothing when press power on...in the worst esenario...you have a BIOS Corruption...will need another motherboard
