Screen has stripes and strange pixels all over the screen

I was watching a movie on VLC when my PC went dead and rebooted as soon as it rebooted all I saw was stripes and white and red pixels. I don't know if the pc is actually starting up or at what stage it is during the start up because the screen doesn't allow me to see anything if I press enter every now and then its changes the pattern of the pixels but that does happen all the times. I cant tell if I am on the start pc in safe mode screen and all I can hear Is the fan. I don't know anything about how the insides of a pc works so please be gentle with me guys
