Perform "System Restore" and check if you are able to open the programs.
If you are using Windows 7 then click on the below hyperlink "System Restore".

I'm using windows 8
I can login.
Appear on the screen is Toshiba Leading innovation.
and then a message appear saying Your PC run into a problem and need to restart. We're just collecting some error info and then we'll restart for you.
