Windows xp booting problems

Hello,
I have read all of these blogs and I still cant find an answer to my problem...My computers starts with no icons or start bar....just a wallpaper. When I do use the ctrl, alt and delete..it comes up and says that the task manager has been disabled by your administrator? and all i can do is press ok...thats it...I have tried the saft mode by pressing f8 and nothing happens still? The only thing I want off of this computer is some pictures!!! Anybody can help me it would be great!! Thanks
