My windows dosen't starts

Hello, i'm having a dell inspiron 14r laptop with windows 7Home basic and Android kitkat . I'm facing a problem when i'm turns on my laptop the starting dell logo and loading bar (dell start screen) appears, after completing the loading it restarts again and repeats the process. I can access boot menu and setup. my problem is that my windows dosen't starts i can't format C drive because it contain my important documents . what can i do

Can you run the Dell Diagnostics I think it's F12 once you see the Dell Logo? I suspect your hard disk has failed.
