Hello

my Dell Inspiron laptop seems to startup in safe mode but then however when it starts up normally it seems to stop loading and the screen flashes between black and the actual loading screen, not sure how to fix this

Can anyone help?

I don't think YOU are going to fix it. I suspect you need the help of a computer tech to diagnose the problem. It will probably cost you $100 just to determine if the computer can be saved.

I did a system restore and the laptop stopped glitching

What type of "system restore" ? Restore to a checkpoint or a full restore to factory condition?
