Acer D255E notebook wont load windows

This is the small laptop my daughter got for xmas and she tried to erase a bunch of junk on it. now it won't load windows logon page. It sits for hours saying "Setup is starting services" the windows cannot complete the application. I can get into diagnostics for the memory tests which it passes w/no problems. I can get to the F-2 page but can't figure anything in there to fix the problem. Can anyone solve this for me?

I would do a factory restore.

How do I do that if I can't get to the logon page, please?

I think you press "Alt + F10" at the same time, as the computer is beginning it's boot process. The process should be covered in the user manual.
