This does not sound like a Windows problem. It's more like a hardware problem with the video card. If you have recently update the video card drivers I suggest you revert to the older drivers.

I new it was a driver but because i can't get into my settings i am not sure where to go now

The standard method is to boot into safe mode (safe mode uses the generic VGA video drivers and should work if it isn't a hardware problem). Then you you can go to the hardware settings and revert to the older driver. But, Safe Mode can be difficult to enter in Win 8. I suggest you read these instructions:
