After plugging in the device, go to device manager (In run type "devmgmt.msc") In Device manager go to "Universal serial bus controllers" It should list the storage devices that you have connected to your PC. Right click and then click "Uninstall. Remove the USB drive and restart your system.
Try connecting the device again.
Try connecting the device again.

Hi there,
It seems to me that you should check your cabling. Confirm that the SATA cable is firmly attached to the drive and to the motherboard. If you can, replace them with new ones. Switch ports.
Do you have the option to connect the drive to another PC? It might be helpful. The truth is that, if it is not a connectivity issue, the drive may have failed. Can you hear it spinning when turning the PC on? Are there any clicking sounds coming from the drive?
Hope this helps
