OS cannot see the Router just re-installed Xp SP2

The OS cannot see the Router. Nothing shows in the Hardware List under Device Manager.
There are also five items in the Other Devices Group that have yellow exclamation marks against them. When I go through the Properties Box it tells me that there are no Drivers for those Devices.

Why would the Drivers not load when I clean install XP SP.

Because the hardware was probably manufactured after Windows XP! You will need to download the required hardware drivers to a flash drive using a second computer. Then install the drivers for the flash drive.
