Please help my laptop compaq presario CQ40 blank screen & scroll/caps lock blinking and can not start please help thanks to you

Try this
1. Remove the battery and cable.
2. Press and hold the power button for 58 seconds.
3. Replug and start.

I suggest you boot in safe mode and start choosing last know good configuration.
