looks as if when i try and gain access to IE Internet Explorer, i get an error message stating the proxy server is in error". now when i gain access to Chrome there's not an issue. would this be apart of a virus and how could i trouble shoot the issue myself to get this corrected

I looks like you have some malware. This info from Microsoft might help:

https://docs.microsoft.com/en-us/troubleshoot/browsers/how-to-reset-proxy-settings

after removing the proxy server setting I suggest you download a copy of Malwarebytes from Kioskea to find any other malware.

I think you can use any antivirus software to remove virus from your PC.
