Laptop won't start up

Hello,
my Dell Inspiron laptop won't start up when I turn it on.
When I press the power button the Dell Inspiron sign comes up and then it says Starting Windows, but after that it's just a black screen, I know the LED hasn't gone off because I can see the mouse icon. But after a while it just stays black and then goes back to the Dell Inspiron screen then Starting Windows and it seems to repeat this and doesn't let me go to the screen where I need to put my password in. Does anybody have any suggestions?

Hi Nhoque92,

Can you start up in safe mode? Often just doing this and restarting clears the problem, but while you are there I think it is wise to perform a virus scan.

If it doesnt start in Safe mode, then we need to see why it restarts, but to direct you to this I would need you to let me know what version of Windows you have.
