It looks like it could be a hardware problem with the power circuit on the motherboard. It could also be a problem with the memory chips. I suggest you try removing them one at a time to see if that gets the computer to boot.
It's probably cheaper to buy a new laptop than try to get the current one fixed. Since it's probably $100 to just get a diagnosis.
