Computer not starting at all

Hello, my laptop was taking a while to start but now it's not starting at all, but the power button is on aND the phone charges showing that there Is power, this happened after I formated windows, please help

I have just tried connecting my desk top monitor, but it reads no signal,

Try to swap your RAM and replace it again..
If none of them work may be your graphic adapter is a problem
contact the technician..
