Windows could not start

Hello,
i need help to my computer
i will start the computer it say
windows could not start because the following file is missing or corrupt;
<windows root>\system32\hal.dll.
please re-inistall a copy of the above file.

Have you recently installed any hardware like a memory or video card? I fixed a computer at work the other day by installing a video card, if you have a spare available, try that.
