Hi Simmy,
Try scanning for corrupt system files ...
from an elevated Command Prompt (right click cmd.exe and choose "Run as administrator") type the following - not forgetting the space before the forward slash ...
sfc /scannow
It will take some time to complete, but should find and fix any missing or corrupted system files.
Then try restarting again and let us know how you get on.
