After updating Win 8.1, Thunderbird Email has a problem

Under normal circumstances when opening Thunderbird Email, the top right corner has the option of Minimize, Maximize and Exit. Now, I have a black bar that appears to cover these options. The options still work if you place your curser in the correct location on the black bar.
Please provide an answer to this situation and a fix to eliminate the black bar.

I appreciate your response on July 4th Holiday.
I have the latest update to Thunderbird (38.0.1).
I am a little confused with the above link you referred me too. It refers to download 39. However, if you open it up it shows the latest update of 38.0.1.
Looking forward to your additional ideas to clear up this problem.
