Gold Color Power Button and Monitor not receiving signal

The 4 lights next to the VGA port are not green, they are not on at all. Not green or amber. The fan and the power supply is working properly. Still no video. I've tried reseating the power supply and using 1 stick of memory DDR266. Also bought a new CMOS battery on the board.
Please, someone/anyone, tell me what I could do next in order to get my desktop up and running.

The next step is to have a PC Tech diagnose the problem. But, an old XP computer is probably not worth the money is will cost to diagnose let-a loan fixing it.
