Hello LAND,
Are you talking about desktop PC or it's a laptop/portable PC? Can you see the light of the HDD blinking or just everything remains calm and nothing can be heard from any fan of you PC nor the hard drive?
If you have the option, I suggest you to take out the hard drive and try to connect it to another computer no matter as external one or directly to the IDE/SATA port on the mother board. If the HDD doesn't spin at all, anywhere, then it has failed mechanically and needs replacement.
If your hard drive spins up on a different computer and it is recognized there, then the problem is hiding probably in the power supply unit.
You could also test the RAM stick/s by switching them between the different slots or try to start your PC with only one RAM if you have two or more.
